BiographyKim S. Rueben is a senior research associate at the Tax Policy Center a joint venture of the Urban Institute and the Brookings Institution and is engaged in CALDER'S work as a member of the Strategic Planning Group. Dr. Rueben is an expert on education policy and state and local and education finance, state and local government budget decisions and the economics of education. She collaborates on studies across the center and works on supplementary projects. Dr. Rueben is a public finance economist and is an expert on California's education system. She is an adjunct fellow at the Public Policy Institute of California (PPIC). She has co-authored projects examining both the distribution of teachers and resources across California's schools and studied teacher labor markets in California. Dr. Rueben served as a visiting scholar at the San Francisco Federal Reserve Bank (2002-2003) and an adjunct professor at the Goldman School of Public Policy at the University of California at Berkeley (1998-1999) and Georgetown Public Policy Institute (2006-2007) . She received her Ph.D. in Economics from the Massachusetts Institute of Technology (M.I.T.) | |
