Career and Technical Education, Inclusion, and Postsecondary Outcomes for Students With Disabilities

We use longitudinal data on all high school students in Washington State, including postsecondary education and workforce outcomes, to investigate predictors of intermediate and postsecondary outcomes for students with disabilities. What Factors Predict Middle School Students Sign Up for Washington's College Bound Scholarship Program? A Mixed Methods Evaluation

We investigate factors influencing student sign-ups for Washington State’s College Bound Scholarship (CBS) program and consider whether there is scope for the program to change college enrollment expectations. We find that student characteristics associated with signing the scholarship closely parallel characteristics of low-income students who attend 4-year colleges, suggesting that signing the pledge is driven largely by pre-existing expectations of college-going.

Time to Tenure: Does Tenure Reform Affect Teacher Absence Behavior and Mobility?

We rely on natural experiments in North Carolina and Washington State, which previously extended time to tenure by one year, to estimate models that assess the relationship between the extended probationary period and absence and attrition outcomes for teachers affected by the new tenure laws. Across both states we find evidence of decreases in teacher absences for probationary teachers who are subject to the new extended tenure laws, and in Washington, we find a significant reduction in absences in the specific year in which tenure was extended. We find mixed evidence for teacher attrition and mobility.

Has It Always Been This Way? Tracing the Evolution of Teacher Quality Gaps in U.S. Public Schools

There is mounting evidence of substantial “teacher quality gaps” (TQGs) between advantaged and disadvantaged students, but practically no empirical evidence about their history. We use longitudinal data on public school students, teachers, and schools from two states—North Carolina and Washington—to provide a descriptive history of the evolution of TQGs in these states. We find that TQGs exist in every year in each state and for all measures we consider of student disadvantage and teacher quality. But there is variation in the magnitudes and sources of TQGs over time, between the two states, and depending on the measure of student disadvantage and teacher quality.

He received his PhD in Statistics from the University of Washington in 2015, and previously worked as a Research Assistant at the Center for Education Data and Research at the University of Washington and as a 7th-grade math teacher at Westlake Middle School in the Oakland (CA) Unified School District as a Teach For America corps member. His ongoing projects investigate teacher education and licensing, career and technical education, and special education in Hawaii, Massachusetts, Pennsylvania, and Washington.

Lessons Learned from the Great Recession: Layoffs and the RIF-Induced Teacher Shuffle

One consequence of the Great Recession is that teacher layoffs occurred at a scale previously unseen. In this paper we assess the effects of receiving a layoff notice on teacher mobility using data from Los Angeles and Washington State. We find strong evidence that the receipt of a layoff notice increases the likelihood that teachers leave their schools, even in the absence of actually losing their position due to a layoff.

Which Plan to Choose? The Determinants of Pension System Choice for Public School Teachers

This paper studies the pension preferences of Washington State public school teachers by examining two periods of time during which teachers were able to choose between enrolling in a traditional defined benefit plan and a hybrid plan with defined benefit and defined contribution components. Our findings suggest that a large share of teachers are willing to transfer from a traditional DB plan to a hybrid pension plan, and that the probability that a teacher will choose to transfer is related to financial incentives and factors related to risk preferences.

Do Students’ College Major Choice Respond to Changes in Wages?

We evaluate whether there is a causal connection between changes in wages by occupation and subsequent changes in the number of college majors completed in associated fields. Using aggregate national data and individual-level data from Washington State, we find statistically significant, although modest, relationships between wages and majors. College majors are most strongly related to wages observed three years earlier, when students were college freshmen. Majors with a tight connection to particular occupations show a stronger response to wages.
